Hazardous Materials / Storm Water Technician – JBLE-Eustis (HM), JBLE-Langley (SW) – Hampton, Virginia

Bhate Environmental Associates, Inc. (www.bhate.com) is seeking a Hazardous Materials / Storm Water (HM/SW) Technician to support the Integrated Hazardous Materials Program (IHMP) at JBLE-Eustis, and the Storm Water Program at JBLE-Langley. The Technician’s duties will primarily be at JBLE-Eustis but will also support the Storm Water Program at JBLE-Langley.

Job Duties and Responsibilities:

IHMP (Hazardous Materials) Duties: The Technician will provide support to the Air Force Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS) for JBLE-Eustis.

The Technician will be responsible for, but not limited to, the following:

  • Assist shops with submitting Process Authorizations.
  • Review Process Authorizations submitted in EESOH-MIS.
  • Make recommendations for authorization and tracking of hazardous materials, as necessary.
  • Track Hazardous Materials entering JBLE-Eustis in EESOH-MIS.
  • Monitor organization use of EESOH-MIS to ensure hazardous materials are properly tracked and users are authorized.
  • Coordinate with the JBLE Lead HM Technician, prepare training materials and provide training in support of the IHMP program, through classes and personal interactions on the proper use of EESOH-MIS.
  • Assist in tracking users and ensuring all System Authorization Access Request (SAAR) forms are up-to-date, accurate, and properly approved.
  • Perform an annual SAAR validation and report results.
  • Perform HM compliance inspections of shops at JBLE-Eustis.
  • Compile and provide monthly report of HM activities to the JBLE Lead HM Technician.
  • Perform customer compliance assessments and report on findings.
  • Compile the data necessary to accomplish EPCRA reporting and provide EPCRA data reports.
  • Order supplies for the IHMP program.
  • Perform other IHMP duties as assigned by JBLE Lead HM Technician or the Compliance/F2F program Manager.

Storm Water Program Support Duties: The Technician will be responsible for, but not limited to, the following:

  • Perform visual storm water inspections of water in storm water outfalls during a qualifying rainfall event; arrange for the sampling supplies and shipping samples; collect storm water samples during qualifying rainfall events; monitor and record weather conditions. The Technician must be to navigate rough terrain in poor weather conditions to access outfalls.
  • Perform visual monitoring of storm water outfalls. Perform quarterly visual monitoring of storm water outfalls during qualifying rain events; monitor and maintain storm water event data for each quarter, including hourly and daily precipitation data; complete the SW inspection forms, review SW inspection forms completed by others, and submit the inspection forms to appropriate personnel within 5 days of the completion of the storm water event.
  • Conduct quarterly Comprehensive Site Compliance Evaluations (CSCEs) of Base facilities in accordance with the JBLE-Eustis and JBLE-Langley Storm Water Pollution Prevention Plan, Storm Water Management Plan, and Contract documents.

Minimum Education/Training Requirements:

  • High School Diploma and relevant certification for work to be performed + 12 years’ experience, or AAS Degree + 10 years’ experience or BS Degree + 4 years’ experience
  • HAZWOPER 24/40-Hr Certificate & 8-Hr Annual Refreshers (if required)

Other Requirements:

  • Pass a Government background check, to obtain a government issued Common Access Card (CAC)
  • Possess a valid U.S. State-issued driver’s License

Expected Duration of Employment – Base Year (June 26, 2019 – June 25, 2020). Four Option years through June 26, 2024, may be exercised by the client.
