Bhate was selected by FEMA to assist its mission for the Storage Tank Management Program (STMP). Bhate was tasked with conducting regulatory reviews and documenting former storage tanks for U.S. Environmental Protection Agency (USEPA) submission. Bhate conducted removal/closure of non-operational Underground Storage Tanks (USTs) and Aboveground Storage Tanks (ASTs), as well as repairs/upgrades of operational USTs/ASTs at various locations in the U.S. and its territories. Bhate reviewed 366 former FEMA tank systems and conducted detailed desktop reviews using the FEMA UST database, interviews, publicly-available databases, and state databases to determine compliance and regulatory status. Bhate prepared supporting documentation including tank evaluation reports and recommendations. Due to FEMA’s aggressive schedule; the nature, complexity, and size of FEMA’s program; Bhate’s coordination skills were critical to maintaining and completing the project within the 24-month period of performance. Bhate coordinated with multiple stakeholder groups including radio stations, former owners, FEMA facility contacts, the EPA, as well as other state and local regulatory agencies including local fire departments.
