The OMES Plans were prepared in compliance with federal (49 CFR Part 195; 33 CFR Parts 154/156) and state requirements for pipeline and marine transfer operations. The OMES Plans integrated DLA Energy EMS requirements with O&M requirements. DOD requirements for petroleum terminals were also incorporated into OMES Plan.
