The DFSP Charleston is a GOCO facility that receives, stores, and distributes military fuels. Because the facility issues jet fuel to the nearby JB Charleston via pipeline and receives fuel from vessels, the facility is subject to the DOT and Coast Guard requirements for transportation of oil and hazardous materials by pipeline and over water. The OMES Plans were prepared in compliance with federal (49 CFR Part 195; 33 CFR Parts 154/156) and state requirements for pipeline and marine transfer operations. The OMES Plans integrated DLA Energy EMS requirements with O&M requirements. DOD requirements for petroleum terminals were also incorporated into OMES Plan.
