Job Title: Lead Hazardous Materials Technician (Joint Base Anacostia Bolling)

Reports to: Program Manager

FLSA Status: Non-Exempt

Bhate Environmental Associates, Inc. is seeking a Lead Hazardous Materials Technician to manage the Air Force Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS) for Joint Base Anacostia-Bolling (JBAB) in accordance with the contract Performance Work Statement.
Job Duties & Responsibilities:

  • The Lead HM Technician will assist shops with submitting Process Authorizations; review Process Authorizations submitted in EESOH-MIS; and make recommendations for authorization.
  • The Lead HM Technician will also track HMs entering JBAB in EESOH-MIS; monitor organization use of EESOH-MIS to ensure hazardous material is properly tracked and users are authorized; train HM customers through classes and personal interactions on the proper use of EESOH-MIS.  
  • The Lead HM Technician will assist in tracking users and ensuring all System Authorization Access Request (SAAR) forms are up-to-date, accurate, and properly approved; perform an annual SAAR validation and report results to AFCEC; and perform HM compliance inspections of shops that use HMs.
  • The Lead HM Technician will provide a monthly report of HM activities. The Lead HM Technician will perform customer compliance assessments and report on findings.
  • The Lead HM Technician will compile the data necessary to accomplish EPCRA reporting and provide EPCRA data reports.
  • The Lead HM Technician will request supplies for the IHMP program through contractor’s procedures.
  • The job duties will primarily occur at JBAB.  Support may be provided to other installations, as needed.

Minimum Education/Training Requirements:

  • HS Diploma and relevant certification for work to be performed + 12 years’ experience or AAS Degree + 10 years’ experience or BS Degree + 4 years’ experience
  • 2 years’ experience with EESOH-MIS or equivalent hazardous materials/hazardous waste tracking system.
  • Proficiency with Microsoft (MS) Windows Operating Systems (basic Excel, SharePoint, Teams, Outlook)
  • Basic understanding of HAZCOM requirements.

Additional Requirements:

  • The successful candidate must be able to pass a background check and obtain a Department of Defense (DoD) Common Access Card (CAC) within a reasonable time frame from date of hire to perform the functions required for this position.
  • The successful candidate must possess a U.S. state-issued driver’s license and be capable of obtaining a commercial driver’s license with “H” endorsement, should the requirement become necessary.

Expected Duration of Employment:

  • Base Year (August 15, 2024 – June 25, 2025).  Additional years through June 26, 2029, may be authorized by GSA/AFCEC.
