SUXOS – Senior UXO Supervisor – Milan, TN

Bhate Environmental Associates, Inc. is seeking a SUXOS – Senior UXO Supervisor for various munitions response actions and range clearance activities. Responsibilities/Duties and Qualifications are in accordance with the Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18.

Job Duties and Responsibilities:

Sweep

  • Conduct visual and/or detector-aided UXO and discarded military munitions (DMM) field search activities.
  • Locate subsurface UXO and DMM by operating geophysical detection instruments and related equipment.
  • Perform field maintenance and calibration checks on geophysical detection instruments and related equipment.
  • Remove non-hazardous munitions debris and range-related debris, only after such items have been inspected by a UXO technician or UXO qualified personnel and determined to be safe for handling.
  • Perform site/area security functions.

Tech I, All Duties Above and:

  • Reconnoiter and classify UXO and DMM.
  • Identify all types of military munitions, including possible fuzes and their condition, armed or unarmed.
  • Excavate subsurface UXO and DMM.
  • Move and/or consolidate UXO and DMM that has been determined acceptable for movement within a Munitions Response Site (MRS) or Munitions Response Area (MRA), but not over public traffic routes.
  • Transport demolition materials and/or UXO and DMM that have been determined safe for transport over public traffic routes, when required.
  • Prepare firing systems, both electric and non-electric, for demilitarization operations.
  • Operate personnel decontamination stations.
  • Assist in the inspection of Material Potentially Presenting an Explosive
  • Hazard (MPPEH) for the presence of explosive hazards.
  • Construct UXO-related protective works.

Tech II, All Duties Above and:

  • Properly store explosive materials per applicable guidance.
  • Determine precise location in field environment using a variety of techniques such as use of global positioning equipment, or basic land navigation techniques using topographical map and compass.
  • Perform field collection procedures to identify contaminated soil
  • Prepare an on-site holding area to temporarily stow MEC that has an acceptable risk of movement.
  • Operate modes of transportation for transporting UXO, for which the risk of movement has been determined acceptable, when appropriate.
  • Perform limited technical supervision of UXOSP.
  • Escort personnel who are not directly involved in UXO-related operations (e.g., personnel performing environmental monitoring), but have activities to perform within exclusion areas.
  • Inspect MPPEH for the presence of explosives safety hazards.

Tech III, All Duties Above and:

  • Supervise and perform the on-site demilitarization of MEC, and handling of demolition materials. Prepare an explosives storage plan per all applicable guidance.
  • Prepare required UXO munitions response actions and/or range maintenance administrative reports. Prepare standard operating procedures for on-site munitions responses and/or for range clearance activities.
  • Assist in the preparation of risk and hazards analyses.
  • Conduct daily site safety briefings.
  • Supervise the conduct of all on-site UXO-related operations.
  • Inspect and certify and/or verify MPPEH as safe or as to the explosive hazard it may present for transfer within the Department of Defense or release from DoD control per current policies and standards.

UXO Quality Control Specialist, All Duties Above and:

  • Develop and, upon approval, implement the project’s quality control (QC) plan for MEC-related activities per applicable requirements.
  • Conduct and document QC audits of MEC-related activities for compliance with applicable requirements.
  • Identify, document, report and ensure completion of corrective actions to ensure MEC-related activities comply with applicable requirements.
  • Ensure compliance with a DoD Military Service – and/or DDESB-approved site plans.
  • Prepare QC reports.

UXO Safety Officer, All Duties Above and:

  • Develop and, upon approval, implement explosives and health and safety plans and programs per applicable DoD, federal, State, and local requirements.
  • Ensure compliance with a DoD Military Service- and/or DDESB-approved site plans.
  • Analyze the potential risks (e.g., operational, explosives safety, general safety) associated with MEC-related activities and develop and implement required, mitigating measures.
  • Establish and ensure compliance with site-specific explosives safety requirements, including, but not limited to:
    • Enforcing personnel limits and explosives safety quantity distance (ESQD) arcs for explosive-related operations.
    • Conducting, documenting, and reporting the results of safety inspections and ensuring implementation of corrective actions.
    • Ensuring protective works and safety equipment within an exclusion zone are used, when required; and operated per manufacturer’s specifications, applicable DDESB approvals, DoD policy, and federal, State, or local statutes, regulations, and codes.
  • Ensure that air-monitoring equipment is operated and maintained properly at sites with known or potential airborne contaminants (e.g., CWM sites).
  • Evaluate the risk of movement (e.g., consolidation) of MEC within an MRS or on an operational range with the SUXOS, and provide approval for movement by UXOT when the risk of movement is determined to be acceptable.
  • Ensure all protective works and equipment used within the exclusion zone are operated in compliance with applicable DoD policy, Department of Defense Explosives Safety Board (DDESB) approvals, and Federal, state, and local health and safety statutes, regulations and codes.

Senior UXO Supervisor, All Duties Above and:

  • Ensure compliance with a DoD Military Service- and/or DDESB-approved site plans.
  • Plan, coordinate, and supervise all on-site munitions response and operational range clearance activities.
  • Supervise up to ten UXO teams.
  • Assist in development of required plans (e.g., health and safety plans).
  • Review all field reports (e.g., daily reports, audits) and approve UXO team reports.
  • Evaluate the risk of movement of UXO or DMM within an MRS or operational range with the UXOSO, and provide approval for movement by UXOT when the risk of movement is determined to be acceptable.
  • Ensure all protective works and equipment used within the exclusion zone are operated in compliance with applicable DoD policy, Department of Defense Explosives Safety Board (DDESB) approvals, and Federal, state, and local health and safety statutes, regulations and codes.

Qualifications:

Tech I

  • Graduate of a DoD Certified EOD/UXO course
  • 40 Hour HAZWOPER Training
  • 8 Hour HAZWOPER Training Refresher, if applicable
  • Maintain annual HAZWOPER physical in accordance with 29 CFR 1910.120

Tech II, All Qualifications as Tech I and:

  • Graduate of a military EOD School; or a graduate of a DoD Certified equivalent course and 3 years of EOD/UXO experience in response munitions response actions or range clearance activities, as appropriate for the contracted operation, plus specific project/explosives safety training

Tech III, All Qualifications as Tech II and:

  • 8 Years of EOD/UXO experience in munitions response actions or range clearance activities, as appropriate for the contracted operation
  • 8 Hour HAZWOPER Supervisor Training

UXO Quality Control Specialist, All Qualifications as a Tech III and:

  • 8 Years of EOD/UXO experience in all phases of munitions response actions or range clearance activities, as appropriate for the contracted operation, and the transportation, handling and storage of munitions and commercial explosives
  • 8 Hour HAZWOPER Supervisor Training
  • UXOQCS must have either: a. Successfully completed training as a quality professional (i.e., International Standards Organization 9001 internal auditor, American Society of Quality Certified quality auditor); b. Possess a quality-professional certification by a recognized organization (e.g., U.S. Army the Corps of Engineers and Naval Facility Engineering Command Training Course Construction Quality Management for Contractors; or c. Receive company- and project-specific QC training and work under the supervision of a certified quality professional.

UXO Safety Officer, All Qualifications as a Tech III and:

  • 8 Years of experience in all phases of munitions response actions or range clearance activities, as appropriate for the contracted operation, and applicable safety standards
  • 8 Hour HAZWOPER Supervisor Training
  • Must have completed a 10-hour OSHA Construction Safety and Health Training and earned a Department of Labor Construction Safety Course Completion Card.

Senior UXO Supervisor, All Qualification as a UXO-TIII, UXOQCS, and UXOSO and:

  • 10 years EOD/UXO experience and significant experience in all aspects of munitions response actions or range clearance activities, as appropriate for the contracted operation
  • Five years of experience in supervisory positions
  • 8 Hour HAZWOPER Supervisor Training

The physical demands of UXO positions include standing for long periods of time, bending and stooping, walking on uneven surfaces, lifting up to 60 pounds, and performing activities under field environmental conditions. Fieldwork may be conducted in adverse weather conditions, including extreme cold, wind, heat and rain. Repetitive motion may include digging in a variety of soil conditions and swinging a magnetometer up to nine hours per day.
