Greg Gainer

Mr. Gainer is a retired Army Lieutenant Colonel with extensive understanding of the federal customers’ perspective. He has utilized this experience to develop, maintain, and ensure implementation of construction and environmental construction quality programs (QA/QC) on contracts for DOD. He is responsible for annual updates of Bhate’s Corporate Quality Manual, the QA/QC module on Bhate’s annual PM training, and is an integral contributor to Bhate’s Risk Management Policies (RMP). Mr. Gainer develops all contract-specific QA/QC manuals for training project teams on contract-specific requirements. In the past 3 years, he has served as our Program QA/QC Manager on 15 ID/IQ contracts for 10 DOD agencies. Work covered 75 installations across all EPA regions to include: construction; repair; facility demolition and site enhancement; environmental, construction, repair, and site enhancement; Petroleum, Oil, and Lubricants (POL) management; storage tank management; PCBs; asbestos; lead-based paint; ordnance removal; and training. His experience gained through support to these and numerous other contracts has made him an expert on all aspects of QA/QC for construction and environmental requirements.
Ron Legg

Mr. Legg serves as a Program Manager and Senior Construction lead for multiple Bhate programs and projects. His insight and experience are critical in evaluating solicitations/RFPs and making the first determination of the merits of the project and how Bhate’s skill sets and resources line up with the project. He is versed in preparing design narratives, working with subcontractors to develop the most cost-effective product, and provides an overall senior risk review on Bhate’s construction project pursuits.
Terry Watson

Mr. Watson served as Senior Project Manager for Design-Build of a child development center with a capacity for 304 children, ages 6 months to 5 years old. The project is a LEED® Silver certified, 25,000 square foot single story building with academic and activity rooms, a full commercial kitchen, office and training spaces, and laundry and support spaces on a fully-redeveloped suburban site. The building is state-of-the art, including new variable refrigerant flow HVAC technology, internet protocol-based monitoring and surveillance systems, and fully integrated outdoor play environments that synthesize natural materials, micro-grading, landscaping, and equipment.
Mr. Watson also manages other design/build, bid/build and site adapt construction projects including SRM and renovation projects, nationwide.
Dyke Whyard, CHMM
Role: Senior Project Manager

Active Registration Certification: Certified Hazardous Materials Manager; Asbestos Inspector, Asbestos Management Planner and HAZWOPER trained.
Mr. Whyard is responsible for management of proposal preparation, project execution, and project close out. He is particularly adept in the realm of waste determinations, asbestos/lead/mold remediation, emergency response and environmental/construction regulations.
Mr. Whyard’s experience as an environmental manager includes experience with Alabama’s Department of Environmental Management (ADEM), as a Senior Environmental Manager with industry, as a civil and environmental contractor, and as an environmental consultant. Projects encompassed a variety of services such as stream restorations, investigations of surface and groundwater contamination from old industrial wastewater ponds, industrial hygiene investigations of indoor air quality, closure of hazardous ponds and landfills, construction of new hazardous and non-hazardous landfills and industrial wastewater ponds, decontamination and demolition of industrial sites, mold investigations and remediation in healthcare facilities and schools, and the design and implementation of cleaning services for industry. Mr. Whyard has completed research and published articles in the areas of mold contamination, treatment of surface coal mine drainage, and treatment of petroleum and spent-waste solvent contaminated soils.
Jay Mogge, LEED AP

Mr. Mogge’s is a retired US Army Captain, having served two tours in Iraq and Afghanistan. Mr. Mogge has a Master’s Degree in Civil Engineering. His experience ranges from budget preparation through project completion, including all project aspects such as value engineering and constructability surveys, schedule development and management, engineering during the construction process, cost management, quality control, safety management, and project closeout. Mr. Mogge possesses in depth knowledge of project estimating, scheduling and management of building construction projects with multiple subcontract suppliers, change orders, cost controls, technical project review, quality control, staffing, payment authorization, and primary client interface.
Martin Peacock
Role: Project Manager/ Senior Superintendent

Mr. Peacock serves both as a Project Manager Forward (in-field PM) and Senior Superintendent. He is responsible for oversight of day to day field activities, directing labor and subcontractors; responsible for confirming all equipment purchases delivered on site and documenting all field activities; coordinating all onsite activities according to the design and construction work plans; monitoring work progress and schedule; advising the Program Manager of variances; assisting in preparation of work progress schedules and project reports; compiling the daily logs into a weekly report for submittal to the client; and attending work progress meetings. Mr. Peacock is a master carpenter and has over 37 years experience managing multiple trades and contractors.
