Hazardous Material (HM) / Hazardous Waste (HW) Manager – Hurlburt Field AFB

The HM/HW Manager will support the Hurlburt Field HM Program and HW Program and respective Program Managers.

HM Manager duties will include:

  • Perform annual comprehensive site compliance evaluations of HM customers and report on findings.
  • Educate HM customers through classes and personal interactions.
  • Supervise and support the HM Technician, as needed, in performing process authorizations and data management through EESOH-MIS and customer education and assistance.

HW Manager duties will include:

  • Ensure sufficient supplies are available for HW management.
  • Supervise and support the HW Technician, as needed, in performing curbside pickups, waste management, data management, and waste removals through EESOH-MIS.
  • Perform annual comprehensive site compliance evaluations of HW customers and report on findings.

The HM/HW Manager will also:

  • Perform annual wastewater inspections at the Wetlands Exit Points (per NPDES Permit No. FL00031784), if needed.
  • Gather and compile data for annual EPCRA (Tier II and Form R Release reports) and complete the respective reports.
  • Support air emissions inventory data gathering after March 1, 2015.
  • Prepare monthly reports of work performed to support the HW Program, HM Programs.
  • Supervise the HW Technician and HM Technician stationed at Hurlburt Field. Assist the Hazardous Waste Technicians and Hazardous Materials Technicians at Hurlburt Field and Tyndall AFB and Tyndall AFB HW/HM Manager, as needed.
  • Interface with the Hurlburt Field and Tyndall AFB Fence-to-Fence COR.

Fuels Project Superintendent – Birmingham, AL (Nationwide travel)

Bhate is seeking experienced Fuels Project Superintendents to join our Fuels Team.  The successful candidate will report to the Project Manager and will be responsible for all technical and site execution aspects of the project as well as general on-site craft supervision, site project quality, site safety, subcontractor coordination and quality control.  The Site Superintendent is also responsible for maintaining project expectations, all site quality and safety reporting and procedures; daily reports, task execution within the project scope, schedule and budget, and quality; and conformance to the project plans and specifications.

Responsibilities and Duties:

  • Ability to determine, coordinate and manage site resources, including self-performing craft and subcontractor personnel, to manage and maintain the project schedule, budget, safety and overall quality.
  • Plan, coordinate, and oversee all day-to-day field activities and ensure the timely and efficient execution of field work. Complete and distribute daily reports.
  • Effectively work and communicate with the Project Manager and site team to ensure all construction is in compliance with plans and specifications and maintain execution and control of progress, scope, budget, potential change conditions and overall project quality.  Ability to comprehend construction contract documents and details.
  • Control and document all material and equipment deliveries, acceptance and storage.
  • Ensure strict adherence to Company timekeeping and recordkeeping policies.
  • Manage the Scope-of-Work (SOW) by early identification of change conditions and be instrumental in adhering to the execution plan for the project.
  • Work with health and safety and quality control personnel to ensure a safe working environment while also overseeing a strict quality control program.
  • Inspect the quality of work for compliance with design standard and ensure corrective action occurs if/when necessary.
  • Serve as the primary client contact for all project field activities.
  • Execute daily reviews of the design details with craft and subcontractors to ensure work is in full compliance the execution plan.
  • Establish credibility with the client, subcontractors, vendors, site personnel and other stakeholders by ensuring a fair and trustworthy work environment.
  • Travel requirements are 50-100% annually.

Qualifications and Experience:

  • Candidate must have a minimum of seven (7) years of construction related management experience including three (3) years of field experience with repairs to DoD POL facilities or equivalent.
  • Familiarity with EM-385 and OSHA compliant programs.  Site Health and Safety Officer Certification is a plus.  First aid/CPR, 10-Hour and 30-Hour OSHA safety class, 40-Hour HAZWOPER, Confined Space training and Competent Person training preferred.
  • USACE CQM certification preferred or ability to obtain.
  • Detail orientated, solid computer skills and proficient with MS Office programs, including MS Excel, MS Word, and MS Outlook.  Ability to extract two or three week look-ahead schedules from CPM Project Schedules.
  • Candidate must have a thorough knowledge of (nondestructive examination) NDE techniques.
  • Familiarity with API-650, API-653, UFC-460, UFGS, DoD SW 78-24-27 guidelines, and NDE techniques.
  • Knowledge of and experience with USACE Three Phase Quality Control Process.
  • Ability to obtain or possess a security clearance and ability to pass background checks for base access.
  • Excellent organizational skills and demonstrated proficiency in both oral and written communication.

To be successful in this role, you will need a solid, multi-discipline general construction background and associated skills and abilities, as well as at least 5 years of experience in a Superintendent capacity with a mid-sized General Contractor.  Military base construction background and/or security clearances are a plus.  This position will be the on-site point of contact for all sub-contractors, responsible for ensuring project safety, quality, scheduling, and budget.

Environmental Scientist – Nashville, TN

Bhate Environmental Associates is seeking an experienced candidate in the Nashville, TN area for PT/FT position.  Prime candidates should have knowledge of Phase I and II ESAs, asbestos, lead paint, mold, indoor air quality, storm water inspections, general permitting, and other environmental-related services.  Ability to provide marketing support desired. Applicant must have a minimum BS in Environmental Science or related field with a focus on the ability to be proficient with writing skills for reports, proposals, and correspondence with clients.  Knowledge with MS Office a must.

Construction Project Manager – Birmingham, Alabama

Bhate is seeking to fill a position for a Construction Project Manager. The Project Manager will report to the Director of Construction.  The position will require project management responsibilities including project financial management, schedule management, quality control, etc. for mostly Government related projects. There may some estimating functions that will be required in order to supplement the estimating staff during peak times.  The position also requires best business management practices and must demonstrate leadership, organizational and time management skills.  Although the position is located in Birmingham, Alabama, frequent travel to various projects, including international travel at times will be required.

Job Duties & Responsibilities:

  • Quality Control management including submittal management and coordinating with the Quality Control Manager confirming proper installation of required materials.
  • Coordination with the Superintendent to facilitate the overall project requirements and schedule.
  • Schedule management utilizing Microsoft Project and/or Primavera P6 Scheduling, as well as schedule development and project scheduling updates.
  • Coordination and communication with senior level representatives including the client (Government).

  • Lead regularly scheduled project meetings with the client and design team to report progress of the project. Communicate key issues of the project, and hold the team accountable for any information required by the client.

Environmental Specialist/Field Manager – Hurlburt Field and Eglin AFB, Florida

The Environmental Specialist/Field Manager works closely with Project Managers to complete groundwater sampling, operations and maintenance of treatment systems, oversee field implementations of remedial action plans, and prepare reports. This is a full-time salaried position.

Job Duties & Responsibilities:

  • Complete operations and maintenance of existing pump and treat system, air stripper, air sparge and soil vapor extraction systems;
  • Oversee in-situ injection treatment in compliance with approved remedial action plans and permits;
  • Complete groundwater sampling of monitoring wells;
  • Oversee installation of new monitoring wells and/or boring advancement;
  • Attend project team meetings and partnering meetings with Air Force and FDEP;
  • Provide safety and spill response training to field team, as needed;
  • Prepare reports and work plans in compliance with FDEP regulations and guidance;
  • Any other programs or work that may be assigned.

Job Requirements:

  • Minimum of a Bachelor’s degree in environmental science, engineering, or a related technical field or demonstrated knowledge preferred with experience in this area.
  • OSHA 40 hour HAZWOPER Certification.

Experience & Skills:

  • Initial estimating responsibilities will include assisting the Chief Estimator with fulfilling proposals and estimates on mostly Government projects.

  • Construction management responsibilities may require assisting project managers and quality control personnel with management of construction projects that may include submittal management, quality control, project financial management, schedule management, preparation, submitting and obtaining approval for contract change requests, assisting in project meetings, etc.
